So what happens if a club basically REFUSES to send any dues to the CCA because the members don't feel they are getting anything out of it?

It is no longer is affiliated and anyone curling out of that club is not allowed to compete in playdowns.

Absolutely nothing except CCA loses dues and can’t use the club’s membership as part of it’s count when applying for government assistance.
Your curlers can’t play in the provincial(actually I'm not sure of this because you could pay provincial dues and not CCA dues) or brier play downs but club events and local club spiels are not effected.
Of course CCA would not be able to hold events in your club either so considering they don’t own a piece of ice they couldn’t hold playdowns if all clubs dropped out.

So have one club in the province pay CCA dues so its members can enter playdowns and every other club in the province can hold back on dues.

99% of the club curlers don't really have any chance of getting out of the province anyway.
And the elite curlers would rather curl against other curlers of similar ability anyway. (Or they would not be out cash spieling every week-end instead of being home with their families.)
