This inspection would have included but is not limited to utilizing a transit/level to determine how level the existing hockey ice is, plant capacity, air flow control, humidity control, etc., etc.
Ice makers reputation are built (or destroyed) on the quality of ice and rocks they provide to these athletes and a top end ice maker would ensure both venue and rocks were good or they would not make a commitment to make the ice. I do not know who made the ice in Victoria biut it appears they did not do their due diligence prior to the event.
